TO: The U.S. Environmental Protection Agency RE: EPA-HQ-OAR-2013-0602 I support the intent of the proposed EPA Clean Power Plan to reduce carbon emissions from electric power generation. The Plan can, and must, go much further in reducing dangerous carbon levels in the atmosphere. It is technically feasible, and would match goals being set by the European Union, to strengthen carbon reduction goals from the proposed 30% (reduction from 2005 levels) to 55% reduction by 2030. The EPA Clean Power Plan gives us the opportunity and blueprint to make historic shifts in the way we produce energy that will ensure the future of our life-sustaining planet. The proposed Clean Power Plan must therefore remove controversial support for nuclear reactors and also for “fracked” natural gas. Both of those energy sources are environmentally destructive and do not belong in our energy future. Nuclear reactors are the most expensive form of electricity and take too long to build to be helpful in making the necessary transition to clean power. The proposed EPA rule would include subsidies to prop up existing reactors that have become too uneconomical to compete. In the three states that have undertaken new reactor construction, the rule assumes the reactors will be finished, in effect forcing the states to finish the reactors. Resources invested in propping up nuclear would impede the astonishing progress that genuine green power from efficiency, wind and solar are making in the marketplace. In Georgia, for example, where two reactors are under construction, the rule as proposed would force Georgia Power to finish the Vogtle reactors, even though the company already has 45% excess capacity in its portfolio and does not need additional power. It would be beneficial to Georgia, and to Georgia Power, to cancel Vogtle and save the unspent billions of dollars it has committed to the project, shutter more coal plants, and ramp up efficiency, rooftop solar and wind resources to meet the EPA Clean Power Plan goals. EPA must stand firm against the powerful lobby and self-serving interests of the power companies seeking to do business as usual. EPA is receiving an unprecedented number of informed comments from people all over the United States whose only stake in the “game” is to steward our home planet’s commons, the land, water and air for the future. Please heed the comments of the people, and experts such as Arjun Makhijani and Mark Cooper, to foster only sustainable energy solutions that keep our priorities straight, driving innovation and accelerating the transition to a low-carbon economy.
